Two Men in Disguises Tested How Minnesota Verifies Voters and Tim Walz’s Prosecutors Are Out For Revenge

Hidden camera footage from Minnesota polling places went viral this summer.

Now Minnesota prosecutors are turning the cameras back on the people behind it.

And now two conservative influencers are facing criminal charges after embarrassing Tim Walz’s administration.

O'Keefe and Higby Donned Disguises to Test Minnesota Voting and Got Hit With Felonies

On August 11, 2026, Minnesota held its state primary, and two men in disguises, including one wearing a burqa, showed up outside polling places with cameras rolling.

Conservative activist James O'Keefe and YouTuber Cameron "Cam" Higby approached election workers and asked whether a registered voter could vouch for someone who had no ID.

Minnesota's vouching law allows exactly that: a registered voter can vouch for up to eight other people at the polls, letting them register and cast a ballot without ever proving identity, citizenship, or address.

Election workers walked the two men through exactly how the vouching process works while the cameras kept rolling.

Neither man signed the actual vouching oath, which Hennepin County Attorney Mary Moriarty later said would have added felony perjury on top of everything else.

O'Keefe's operation, calling itself the "Justice League," said in an August press release that the investigation was built to "test the limits of Minnesota's vouching law."

Moriarty does not even dispute that no ballot was cast: "I think it's pretty clear they did not intend to vote."

Hennepin County Charged Them With Felony Identity Theft

Moriarty announced felony charges of unlawful voting and identity theft against both men on October 28, 2026.

She said the names O'Keefe and Higby used in their videos belonged to real people, including at least one deceased Minnesota resident and one person who had already voted that day.

"If you identify as a journalist, there is no such thing as undercover investigation in the polling place," Moriarty said, insisting the charges have nothing to do with politics.

Higby did not wait for a trial to respond.

He called the prosecution "lawfare" meant to intimidate independent journalists, wrote that "Fascists lock up journalists," and branded Moriarty a "vile, disgusting coward" before launching a legal defense fundraiser.

Secretary of State Steve Simon backed the charges, saying "any attempt to disrupt or deceive our election workers will not be tolerated."

Both men are due in court on November 16, 2026.

Minnesota's Vouching Law Already Had a Fraud Problem

The Heritage Foundation's election fraud database already ranked Minnesota as the state with the most documented fraud cases in the country, long before O'Keefe and Higby ever picked up a camera.

Thirty-six states require some form of photo ID to vote; Minnesota instead lets one voter vouch for eight strangers with no ID at all, and state election officials still describe that as a feature, not a flaw.

Senator Mike Lee's SAVE Act would require proof of citizenship to register for federal elections nationwide, and it already cleared the House – Senate Democrats are the ones sitting on it.

Breitbart has reported that Moriarty's campaign drew financial backing tied to Soros-aligned donor networks, and she is now the one deciding whether two journalists who embarrassed her office go to prison.

Minnesota had decades to close that loophole, and instead of fixing it, Hennepin County is prosecuting the two men who filmed it standing wide open.
