Trump’s Pentagon Just Put Thirty Universities on the Clock Over China Ties

The Pentagon just sent letters to thirty American universities demanding answers about China.

Those schools now have until the end of the month to prove they cut the right ties.

Miss that deadline and every dollar of federal research funding no university should get in the first place disappears overnight.

Thirty Schools, One Deadline, No Excuses Left

Thirty American universities got the same letter this month: audit every foreign research tie by August 31 or put federal funding on the line.

The order targets schools tied to entities flagged under Section 1286 of the FY19 defense authorization law.

It also targets partnerships connected to rebranded Confucius Institutes still operating under new names on American campuses.

Emil Michael, Under Secretary of War for Research and Engineering, did not soften the message.

"The Department of War has zero tolerance for academic partnerships that compromise our national security," Michael said.

Dr. Joseph Jewell, Assistant Secretary of War for Science and Technology, laid out exactly what is at stake.

"Universities are critical partners in executing a wide range of Department of War research programs, and we must ensure investments are protected from foreign exploitation," Jewell said.

Universities must now audit every foreign collaboration, identify which research programs are exposed, build a mitigation plan, and cut the partnerships that cannot be fixed.

Schools that blow past the deadline risk losing eligibility for future federal research funding entirely.

Confucius Institutes Never Actually Left, They Just Changed Their Name

Congress spent years hearing testimony that Confucius Institutes operated as propaganda fronts for the Chinese Communist Party rather than harmless language programs.

Senator Chuck Grassley pushed universities for years to shut them down, citing the FBI's own warnings about the threat they posed.

Dozens of schools quietly closed their Confucius Institutes under pressure and reopened nearly identical programs under new names weeks later.

The University of Michigan closed its Confucius Institute under public pressure and kept accepting funding from that same Chinese government office anyway.

The Select Committee on the CCP has spent the last several years forcing additional closures and demanding accountability for intellectual property theft tied to these programs.

The Department of War's new review is built specifically to catch that name-change shell game.

Why Beijing Wanted a Seat Inside Your Local Research Lab

China does not need to steal every secret at once when a university partnership hands them access for free.

Sensitive defense research, dual-use technology, and cutting-edge engineering work often sits inside university labs funded by taxpayer dollars.

A foreign partnership embedded inside that lab gives Beijing a front-row seat to work American researchers built with American money.

The Pentagon has already blacklisted more than 130 foreign schools, including Fudan University and Moscow State University, from receiving American research dollars or hosting collaborative projects.

That list keeps growing because the exploitation never actually stopped, it just got quieter.

Universities ignored years of congressional warnings about Chinese research partnerships because those warnings came with no real consequences attached.

This time the consequence is federal funding itself, and university administrators understand that language instantly.

A school that loses eligibility for Department of War research dollars does not just lose prestige, it loses the money that keeps entire engineering and physics departments running.

Michigan's administration has long called that funding relationship purely academic.

Emil Michael's letter is the one now asking them to prove it.
