Harvard just became the single largest recipient of Chinese money among American universities.
Federal disclosures now show exactly what conditions came attached to that cash.
What Harvard's Chinese donors demanded in return has DOJ investigators alarmed.
$630 Million From China Buys a Seat at the Table
Harvard disclosed nearly $4.5 billion in foreign funding, more than any other university in the country.
More than $630 million of it came straight from sources based in China.
The Justice Department's Civil Rights Division opened a compliance review this month to find out what that money bought.
The answer is Americans.
Investigators say some of Harvard's Chinese gifts and contracts came bundled with strings attached.
Accept the cash, and steer the financial aid toward students from whichever countries the donor named.
Not the neediest kid in Ohio. Not the honor student from Texas whose parents can't touch Harvard tuition.
That is not a scholarship fund. That is a gatekeeping system paid for with foreign cash.
Harvard has not been accused of breaking the law.
Harvard also has not responded. Fox News reports the university did not answer requests for comment about its foreign funding.
Harvard has the lawyers, the accountants, and the endowment to track every dollar that crosses its border.
Nobody at Harvard forgot to fill out a form. Somebody at Harvard decided the arrangement was worth the risk.
Cotton Says the Real Number Is Even Bigger
Sen. Tom Cotton runs the Senate Intelligence Committee, and he is not buying Harvard's silence.
Cotton says federally funded universities have taken in more than $6.8 billion from Communist China since the Education Department relaunched its disclosure portal in January.
More than $300 million of that came from sanctioned Chinese entities.
Harvard's cut alone tops $630 million, and Cotton says roughly $418,000 of it flowed from organizations tied to Beijing's foreign talent recruitment programs.
Cotton fired off a letter demanding Education Secretary Linda McMahon dig deeper into the numbers.
He is worried the real total is still hidden, because universities only have to report a foreign source's gifts once they cross $250,000 in a single year.
Split the payments smaller, and the Chinese Communist Party's money never has to show up on paper at all.
But no other American university has pulled in more foreign money, period.
Beijing Has Run This Play Before
Washington caught China buying influence on American campuses once already, and Harvard was in the middle of it then too.
Trump's first Education Department launched Section 117 investigations back in 2019 after discovering universities were sitting on $6.5 billion in unreported foreign gifts from China and Qatar.
Trump designated the CCP's Confucius Institutes as foreign missions, and the label worked.
There were 118 Confucius Institutes on American campuses in 2020. By 2022, 111 of them had shut down.
Then Joe Biden's team walked in and gutted the whole operation.
Biden rescinded the Confucius Institute designation in his first week, closed the open investigations, shut down the public foreign-funding database, and handed Section 117 enforcement to an office that had never handled anything like it.
The oversight vanished, and the money kept moving.
Now the Trump administration has rebuilt the reporting portal, and the first thing it found was Harvard sitting on top of the pile again.
The Chinese Communist Party did not pack up and go home when the cameras turned away.
It just waited for an administration too busy looking away to notice, and Biden handed it four free years.
Harvard took the money. Harvard built the programs Beijing ordered. Harvard did it with American families footing the rest of the tuition bill.
Now Harvard gets to explain to federal investigators why the kids whose parents pay full freight got pushed aside for the kids Communist China was buying a favor for.
